1a6e84d9cc Add configuration for thumbnail target 
- 썸네일 생성 대상 설정과 썸네일 생성 방식 설정을 분리하여
  외부이미지 썸네일 생성을 방지할 수 있는 옵션 추가
- 문서 모듈과 관리 모듈에 흩어져 있는 썸네일 관련 언어파일을
  관리 모듈로 합침
