* [매뉴얼](https://secure.php.net/en/htmlspecialchars)에서 기본값이 되었다고 설명함.
* 빼먹은 `LOCK_EX` 다시 추가.

ded0e014a2 PHP7 preg_match_all 함수가 값 반환을 제대로 하지못하는 것 같아 변경. 
메뉴관리 페이지의 cond 속성을 제대로 처리하지못하는 문제 수정.
