Admin layout page HTML code refining.

- HTML entities: & should be written as &
- hide useless end tag of <ul>: on the layout insert page, detail setting was hidden but '</ul>' was not hidden. Fixed: Hide '</ul>' when XE hide the detail setting of layout, during inserting layout.
