b09dff4613 메뉴가 중복으로 생성되는 문제 수정 
fix https://github.com/rhymix/rhymix/issues/2129
- $isMenuCreate 선언을 arrangeModuleInfo 위로 옮깁니다.
- updateModule도 insertModule와 비슷한 결과를 위하여 코드를 정리하였습니다.
