aa3e2b7ac5 Unintended action loss fix about Issue 2166. 
DrEditor was lost their function because, it can not load 'blank.html' file. This revision fix the loss with rewrite condition. Thanks to BNU.

975a4f04bc Admin layout page HTML code refining. 
- HTML entities: & should be written as &
- hide useless end tag of <ul>: on the layout insert page, detail setting was hidden but '</ul>' was not hidden. Fixed: Hide '</ul>' when XE hide the detail setting of layout, during inserting layout.
