1f9f449fb0 Stop treating .swf as directly downloadable file 
플래시 첨부파일을 본문에 직접 삽입하는 방식에서 다운로드만 가능한 방식에서 변경
file, importer, integration_search 등 모든 모듈에 일관성있게 적용

참고: 미솔의 개인적인 스케줄이 바빠서 오래 걸릴 예정. rhymix-designs 에서 작업하고 사용할만하게 되면 옮겨오는
식으로 작업중...

- 썸네일 생성 대상 설정과 썸네일 생성 방식 설정을 분리하여
  외부이미지 썸네일 생성을 방지할 수 있는 옵션 추가
- 문서 모듈과 관리 모듈에 흩어져 있는 썸네일 관련 언어파일을
  관리 모듈로 합침
